The Point-in-Time Enumeration of Arlington's homeless shows a 6 percent decrease over 5 years, according to the Metropolitan Washington Council of Governments.
The DC region has seen a decline in homelessness between 2009 and 2013, but a new report from of the Metropolitan Washington Council of Governments (COG) raised concerns that sequestration cuts could impact grants that fund the region’s homelessness reduction programs and reverse recent progress. In Arlington, homelessness has declined about 6 percent between 2009 and 2013, based on the 2013 Point-in-Time Enumeration. One homeless man built a significant structure near Rosslyn.
The Virginia Department of Transportation on Monday demolished a substantial structure near Rosslyn that was built by a homeless man, WJLA reported. The structure took several years for Francisco Fernandez Diaz to build, and was made of "tree limbs, branches, ropes and clothing," according to WJLA. Residents were divided on whether the structure was impressive or an eyesore. Last week, the Council of Governments released a report showing there are fewer homeless people in the region than in past years — a 2.4 percent decrease from 2012 and a 4 percent decrease from 2009. Snapshot of area homelessness has decreased over the past three years.
A team of about 30 volunteers combed the streets and woods of Arlington on Wednesday to survey the county's homeless population. It's a census of sorts, conducted annually by the Arlington Street People's Assistance Network, or A-SPAN, and other agencies that serve the homeless. The Point-in-Time Count, as it is called, provides a snapshot of the area's homeless population on a single day. "For us, it's like a thermometer," said Anita Friedman, Arlington County's economic independence division chief. The 2012 Point-in-Time Count showed 451 homeless people in Arlington County — a 14 percent decrease over the past three years. Arlington County staff this week met with neighbors of the recently acquired building at 2020 14th St. N., two floors of which will be converted to a year-round homeless service center. The residents' initial furor seems to have started to give way at exasperation. After spending nearly three hours hearing about the county's plans and giving their input earlier this month, several residents said Tuesday they were frustrated at what they perceived as the county continuing to ignore their concerns. The Arlington County Board on Saturday unanimously approved spending about $27 million to buy the Thomas Building at 2020 14th St. N. in the Courthouse area, two floors of which are planned to be converted to a year-round homeless service center. The county is expected to close on the deal Tuesday with its current owner, Toronto-based BREOF Thomas REO. It's being sold under the threat of condemnation. The sale, too, will happen under the protest of many of the residents of the neighboring Woodbury Heights condominium building. Following nearly a year of negotiations, Arlington County is poised to acquire the seven-story Thomas Building and turn two floors of it into a comprehensive year-round homeless service center. The Arlington County Board on Saturday will consider a recommendation to buy the building at 2020 14th St. N. in the Courthouse community for about $27 million and begin renovations.
