Here's a look back at some weird goings on over the past week. Cicadas Everywhere (Or Not): A line has been drawn, and it isn't residents rejecting the D.C. metro label — it's cicadas that have decided they'd rather avoid the congestion inside the Beltway. We've been anxiously anticipating a crazy spring of buzzing cicadas crawling everywhere. Now, some of us are finding the big bugs crawling out of holes and up trees in Fredericksburg, Woodbridge and lower Fairfax County, but others haven't seen any of this year's brood. More than 60 percent of the Boy Scouts of America’s voting members agreed to lift the ban on admitting openly gay kids and teens into scout troops beginning Jan. 1, 2014. But the move prompted some organizations to say they would pull their sponsorships of packs and troops while LGBT activitists said the policy change should go further by allowing gay adults to take on leadership roles. The Thursday vote did not address allowing gay scout leaders. It only addressed admitting gay youth.
