The women, ages 33 and 40, told investigators that the man was masturbating while using one hand to try to cover his face, according to police.

Officers checked the immediate surrounding area and followed the trail all the way to Falls Church, Sternbeck said. The W&OD trail runs parallel to Interstate 66 at the incident location and turns southwest approaching the Falls Church city limits.

"We don't know if he's done this before, or it's a one-time occurrence," Sternbeck said. "We just have a general description."

That description is of a white man between 5 feet, 8 inches and 5 feet, 10 inches tall. He was described as "chubby," and was wearing jeans, a black sweatshirt and black sunglasses at the time of the incident, according to police.

Police are asking anyone with information on this incident to call 703-558-2222.
