U.S. Senate candidate Tim Kaine will deliver a speech at the Democratic National Convention Tuesday night.

The former Virginia governor is scheduled to speak before the delegation in Charlotte, NC sometime between 6:30 p.m. and 7:30 p.m., according to his campaign.

Kaine, who chaired the Democratic National Committee from January 2009 until April 2011, “expected to draw a sharp contrast between the visions of Democrats and of Republicans in this year's election,” the Richmond Times-Dispatch reports.

During an address to Virginia’s convention delegation this morning, Kaine said his speech would also focus on how Virginia went from a typically red state during presidential elections to voting blue during the 2008 election, according to the Times-Dispatche’s Virginia politics blog.

Kaine is running against fellow former governor George Allen for a Senate seat that Jim Webb will vacate when he retires from the Senate this year. Allen lost the seat to Webb in 2006.

And the race is neck and neck; an August 23 poll reported that both Kaine and Allen each had 46 percent of the vote.
