Update: Arlington Police Looking Into 'Every Component' of Moran Video
Patrick Moran, son of U.S. Rep. Jim Moran, resigned from father's reelection campaign Wednesday. Police began a criminal investigation of Patrick Moran on Thursday.
ARLINGTON, Va. -- Following the release of a video this week that shows Democratic U.S. Rep. Jim Moran's son, Patrick, apparently talking about ways to skirt voter identification laws, the Arlington County Police Department has opened a criminal investigation into the matter.
"Every component is under investigation right now," police spokesman Dustin Sternbeck said. "It's very early."
The video, released by conservative activist James O'Keefe — whose methods and productions have been called into question in the past — shows the younger Moran responding to requests for advice on how the unidentified cameraman can "vote for" 100 inactive voters. Patrick Moran, after suggesting the person's energy would be better used in more traditional — and legal — get-out-the-vote efforts, tells the man he'd have to forge documents, such as utility bills, to be successful. He also recommends the man call the voters, perhaps posing as a pollster, to be sure they are not, in fact, planning to vote.
Police and the Commonwealth Attorney's Office have been made aware of the video, which investigators described as depicting Patrick Moran "assisting another to vote illegally," according to a news release.
Police are not planning to take Patrick Moran into custody at this point, Sternbeck told Patch.
"I believe the first step would be to reach out to the individuals who produced the video," he said.
Sternbeck continued: "We're going to assign it to a detective, he's going to reach out to the individuals who produced the video and look at every component. Just as any investigation goes, you're going to have a starting point, involve both parties, come to a determination and hand those results over to the Commonwealth Attorney's Office, and they will decide whether they want to prosecute."
When asked about O'Keefe's credibility, Sternbeck said, "We'll find out, right? It would be irresponsible of us not to investigate. So, we're proceeding."
The video was shot in Arlington's Courthouse community, including inside the Cosi across from the Courthouse Metro and in the nearby Arlington County Democratic Committee headquarters. Mike Lieberman, chairman of the Arlington Democrats, issued a statement Wednesday night saying Patrick Moran has been asked not to return to that office.
Patrick Moran resigned from his father's reelection campaign hours after the video surfaced Wednesday. He released a statement Wednesday night saying he has never endorsed illegal or unethical behavior and that "At no point did I take this person seriously. He struck me as being unstable and joking, and for only that reason did I humor him."
State and federal laws govern elections. Sternbeck said he wasn't sure if local police had reached out to other agencies at this point.
The election is less than two weeks away. But that doesn't mean police necessarily have a deadline, Sternbeck said.
"It's our responsibility is to conduct a thorough investigation," he said.
Theo Stamos, the commonwealth's attorney for Arlington and Falls Church, declined to comment.
"That statement is that all that can be said publicly," Stamos said, citing Thursday's two-sentence news release. "It would be completely inappropriate to comment in any way on an investigation that is ongoing, which this clearly is."
Stamos, a Democratic elected official, would not say the extent her office would be involved in the investigation and any potential prosecution of Patrick Moran.
Last year, Stamos and then-Commonwealth's Attorney Dick Trodden asked a judge to grant a special prosecutor to avoid the appearance of a conflict of interest in a case involving a Falls Church political activist whom she had met through a mutual acquaintance.
In a radio interview recorded Thursday on National Public Radio's "All Things Considered," Arlington County Republican Committee Chairman Charles Hokanson called on Jim Moran to resign.
“Speaking as a citizen and voter, every Arlingtonian should be concerned about attempts to destroy the integrity of the democratic process and to steal elections by illegal and unethical behavior,” Hokanson said, according to a news release.
“Reflecting on the broader implications of this potential voter fraud scandal, this really should be the scandal that finally crosses the line, even for Jim Moran, so that he should resign from Congress and leave public office immediately.
“The people of Arlington — Republicans, Democrats and Independents — will not tolerate potential voter fraud, and we demand of all our officials that they preserve the full integrity of our voting process, which has been held to a very high standard in this county. This is not our way. It’s time for Jim Moran to go — by resignation in disgrace, or by voter indignation at the voting booth on November 6.”
Earlier this week, Jim Moran and Reps. Bobby Scott and Gerry Connolly called on the U.S. Department of Justice to conduct a multi-state investigation following an incident in the Shenandoah Valley where a man allegedly threw a stack of voter registration forms in the trash.
Colin Small, a 31-year-old man working for the state Republican Party under contract, now faces 13 felony and misdemeanor counts of voter registration fraud in that case, according to NBC4.
Virginia Attorney General Ken Cuccinelli is investigating that matter at the request of the State Board of Elections, according to the (Hampton Roads) Daily Press.
Cuccinelli stated in a letter this week that he lacks the authority to investigate elections matters until formally asked to do so by the State Board of Elections, a local commonwealth's attorney, or a local electoral board member, according to NBC4.
A message sent to the State Board of Elections was not immediately returned Thursday afternoon. Messages left with Jim Moran's congressional office and campaign were not immediately returned.

I have to agree with you on this one. I didn't see anything incrimination on mr. moran's part, however it does seem to me that the camera man was doing his best to set mr. moran up to look like he was doing something wrong. If this were the case why was this person's behavior not reported to the police, Arlington mental health, and/or election officials? It's like someone walking up and telling you they intend to rob a bank. Even if you thought they were joking or unstable you would make someone aware right? No honest citizen would instruct them on a way to go about robbing the bank, invite them into their office to continue the discussion of robbing the bank, and then state that they "respected" their "initiative." Here you had someone not acting as an honest citizen, but instead as a paid employee of a campaign, discussing ways to commit voter fraud with a person at a Cosi whom he didn't know from Adam. Shift the blame and spin this how you would like but it shouldn't sit well with any Democrats or Republicans and should rightfully be investigated and potentially prosecuted to the fullest extent of the law.

Then the law should also prosecute the camera man for his part in this fraudulent act which of course is obviously his own intentions of trying to lure mr. moran into something illegal but mr. moran may have already known what the camera man was trying to do and simply played along simply to amuse the guy!!! I am quite sure that mr. moran was aware of the camera because he kept looking toward where the camera may have been located. At least thats what I was seeing as I watched the video in it's entirety!! This whole thing was an attempt to try and catch an innocent person commiting a crime, fortunately I did not see that happening here. Again all those involved in this horrible attempt to smear an innocent person should be ashamed of themselves and decent people should be appalled with these kinds of dirty tactics!!!

The only reason is they had he same name as a convicted felon. This included minister, 80 year olds even police officers. It was uncovered that Gov. Bush was told the program was flawed. He did it anyway then when GW lost they came up with the hanging chad. So recient history shows that both polital parties will do anything for controll. If you don't like this way( I dont) you should move back to were ever your other citizenship is and give up your American citizenship. It seemed to me like the guy was just humoring Jason the voter fraud guy. As he talked and looked at the guy with the camera I saw a skeptical look. Bottom line people will see what they want out of this.

As a 30 year experienced LEO, it is the responsibility of all police officials to investigate formal complaints, if for no other reason than to weed out people who are making false complaints to get revenge on ex-paramours, family members, or rival politicians. If you don't, then what happens is the following; the Dispatchers decide to ignore complaints from certain neighborhoods, certain groups, etc, as,you know, they are 'those people who are always complaining, making trouble!" Then someone winds up ripped off, hurt, or dead. Then a cover insures so the Department is not sued for misfeacence, and things spiral out of control. I have forgotten the number of times a tip came in that was ignored, then, three months later, someone stumbles on some on going criminal enterprise. Part of the job IS sometimes wasting you time checking out a bogus tip, because you cannot always tell at the beginning. Also, historically, Lyndon Johnson and Mayor Dayly SR. of Chicago were proven vote box stuffers. There is good documentation that in 1960, they helped JFK get elected. Then we have the Watergate Burglers trying to get dirt on the Dems. Unfortunatley, Politics in general is a very dirty, dishonest business that bears close scutiny, especially by hidden cameras.

WOW! He resigned???? So he has NOTHING to do with the campaign, his ideas aren't heard, he has no influence?
Anyone who believes this resignation is anything more than theater is smoking the drapes.

"What you are suggesting is illegal and our campaign cannot and will not participate in activity like that" THAT is the 3 second response that Moran should have given and then WALKED AWAY......Instead he actively participated in a 17 minute conversation....his father has served in the House for 21 years, this jackwagon knew EXACTLY what was going on. Google Nathan Sproul and see who are the biggest operatives in voter fraud. This is why we should welcome election observers from the UN and other impartial sources. The GOtP has already had numerous confirmed cases of fraudulent actions, such as the man throwing registration forms in the dumpster, the voter purge in La Porte County, Indiana, the multi-state fraud perpetrated by Strategic Allied Consulting (an RNC contracted firm), and PA's Turzai admiting on video his plan to hand the election to Romney by voter supression. If the GOtP really wanted to go after voter fraud, they would have included mail-in ballots where the majority of any cases of fraud have occured and which, coincidently, overwhelmingly favors republicans. They did not. And the only ones upset about UN observers are those from the GOtP. Isn't that something!

Thanks but no thanks. Anyone claiming that bringing in "observers" from a corrupt organization that has failed to fulfill the most basic components of its mandate is in need of a reality check. Perhaps if you were willing to accept that what is sin for a Republican is sin for a Democrat as well we might take your moral judgments more seriously. A single act of voter fraud or seeming corruption is serious business.

This is almost funny because if this had been Romneys kid the outrage would be so great there would be a 1000 posts saying what dirty sob;s the repubs were and are and how they finally nailed them for trying to do something illegal. BUT this is a Democrats kid telling people how to vote illegally lol. See they need that illegal vote so what better way to do this than to have a reporter there with a camera to tell the illegals how to get around having to show an ID OH thats right!!! They don't have to show an ID to vote . The KING has made that clear that it is racist and profiling for illegals to have to show and ID for anything., Just the tazpating morons that have to do that . In CA they are protected and I hink Brown will take a machine on the road with him and pick up all the illegals and have them vote for the socialists..well I hope this kid gets nailed but he is a democrat so I guess OBAMA will just step in and tell them they cannot prosecute him lol That';s the ticket !! The way this is presented it seems as if the Lad in question may have been the target of a entrapment issue more than anything else. I suppose a citizens arrest may be what he could/should have done. But he quit the campaign. Good decision.

Mr. Spencer, the author of the piece above, once again shows his bias. Says Mr. O'Keefe's work has been discredited then links to an NPR story on the NPR video where an NPR person was outed. This is all well and good except for the fact that as usual Project Veritas also released the unedited version of the video Mr. Spencer says has been 'discredited'.

Another SMEAR JOB by James O'Keefe. So he goes up to a person and asks them how to commit a crime. The person tells them it is illegal but if he wanted to, here's how how to commit the crime.
Then O'Keefe uses the video to INSINUATE the person will committ the crime, or has committed the crime and the person is a criminal WITHOUT any evidence a crime was committed.
Just having knowledge of how to commit voter fraud does not mean one is guilty of doing it. DUH! In order to PREVENT voter fraud one has to know how it is done!
So if I go up to an Off Duty Police Officer and ask him what the best way would be to rob a store, and based on his years of experience, he tells me how it could be done, does that make the Cop a criminal, and mean he probably has robbed a store in the past?
O'Keefe only asks these questions of DEMOCRATS, with the intent to smear them.
He could even better advice on how to commit voter faud from Repulicans since they claim to have evidence of so much of it being committed.
During the court hearing on the PA Voter ID Law, the Republicans did not submit any EVIDENCE of voter fraud to support their case.

If what you way is true, which it isn't, then the right after the encounter Moran should have immediately contacted the authorities. He didn't and even though what he did might not rise to the level of being a prosecutable offense his action or lack thereof after the fact show exactly where his heart is! This is why photo I.D. for voting makes sense but since when do liberals worry about that?

Having to forge documents, etc., is not necessary in California - just walk past the conveniently posted roster of voters, select a name (and address) not already crossed out (they have voted), state to the pollworker that your name/address is the one you picked, sign the roster, you will be handed a ballot, fill it out, and it will be placed in the ballot box. Very simple to commit fraud - the pollworkers are forbidden to ask for identification. Then go to the next polling location and repeat this process all day long - in fact put together a team and pretty soon you can truly swing an election!
